  • Arrest Made and Suspects Sought in an Armed Carjacking (Knife) Offense: 300 Block of H Street, Northeast

Detectives from the Metropolitan Police Department’s Carjacking Task Force announce an arrest has been made and seek the public’s assistance in locating suspects in reference to an Armed Carjacking (Knife) offense that occurred on Thursday, April 29, 2021, in the 300 Block of H Street, Northeast.
At approximately 7:50 pm, the suspects approached the victim, who was outside of their vehicle, at the listed location. One of the suspects brandished a knife while demanding the victim’s keys. The victim complied. The suspects entered the victim’s vehicle and then fled the scene. Additional suspects fled the scene in a separate vehicle.
On Thursday, May 27, 2021, pursuant to a DC Superior Court custody order, a 15 year-old juvenile male, of Southeast, DC, was arrested and charged with Armed Carjacking (Knife).

  • Homicide: 1400 Block of L Street, Southeast

Detectives from the Metropolitan Police Department’s Homicide Branch are investigating a homicide that occurred on Monday, May 31, 2021, in the 1400 block of L Street, Southeast.
At approximately 8:54 pm, members of the First District responded to the listed location for the report of a shooting. Upon arrival, members located an adult male suffering from a gunshot wound. DC Fire and Emergency Medical Services responded to the scene and transported the victim to an area hospital. After all life-saving efforts failed, the victim succumbed to his injuries and was pronounced dead.
The decedent has been identified as 40 year-old Frank Winchester, of Southeast, DC.

  • Suspect Wanted for Homicide in the District: 1500 Block of Maryland Avenue, Northeast

Detectives from the Metropolitan Police Department’s Homicide Branch seek the public’s assistance in locating a suspect in reference to a homicide that occurred on Tuesday, May 11, 2021, in the 1500 block of Maryland Avenue, Northeast.
At approximately 3:51 am, members of the Fifth District responded to the listed location for the report of an unconscious person. Upon arrival, members located an adult male victim suffering from an apparent stab wound. DC Fire and Emergency Medical Services responded to the scene and found no signs consistent with life. The decedent remained on the scene until being transported to the Office of the Chief Medical Examiner.
The decedent has been identified as 43 year-old Kareem Elliot Watkins, of Temple Hills, MD.
The suspect in this case has been identified as, 35 year-old Byron Brooks, of Southeast, DC. He is wanted on a DC Superior Court arrest warrant charging him with Second Degree Murder while Armed.

  • Suspects and Vehicle Sought in Burglary Two Offenses in the District

Detectives from the Metropolitan Police Department’s First and Fifth Districts seek the public’s assistance in identifying suspects and a vehicle in reference to a Burglary Two offenses that occurred in the District.

On Wednesday, April 28, 2021, in the 900 Block of Bladensburg Road, Northeast, at approximately 4:09 am, the suspects forcibly entered an establishment at the listed location. Once inside, the suspects took property then fled the scene in a vehicle.
On Wednesday, June 2, 2021, in the 1400 block of Maryland Avenue, Northeast, at approximately 3:11 am, the suspects forcibly entered an establishment at the listed location. Once inside, the suspects took property then fled the scene in a vehicle.

These offenses are being investigated as potentially related. The suspects and vehicle, in reference to the above offenses, were captured by surveillance cameras and can be seen in the photos above and in this video.

  • Suspect Sought in a Burglary Two Offense: 800 block of Independence Avenue, Southeast

Detectives from the Metropolitan Police Department’s First District seek the public’s assistance in identifying a suspect in reference to a Burglary Two offense that occurred on Sunday, May 23, 2021, in the 800 block of Independence Avenue, Northeast.
At approximately 9:13 am, the suspect entered an unoccupied residence at the listed location. Once inside, the suspect took property then fled the scene.
The suspect was captured by surveillance cameras and can be seen in the photo on right.

  • Suspect and Vehicle of Interest Sought in an Armed Robbery (Gun) Offense: 1400 Block of A Street, Southeast

Detectives from the Metropolitan Police Department’s First District seek the public’s assistance in identifying and locating a suspect and a vehicle of interest in reference to an Armed Robbery (Gun) offense that occurred on Wednesday, May 26, 2021, in the 1400 Block of A Street, Southeast.
At approximately 1:02 pm, the suspect approached the victims at the listed location. The suspect brandished a handgun and demanded the victims’ property. The victims complied and the suspect fled the scene.

  • Arrest Made in an Aggravated Assault Offense: 1300 Block of 4th Street, Northeast

Detectives from the Metropolitan Police Department’s Fifth District announce an arrest has been made in reference to an Aggravated Assault offense that occurred on Tuesday, May 4, 2021, in the 1300 Block of 4th Street, Northeast.
At approximately 1:46 pm, the suspect and the victim were inside of an establishment at the listed location. The suspect assaulted the victim and used language toward the victim which indicated a potential bias. The suspect then fled the scene.
On Thursday, June 3, 2021, pursuant to a DC Superior Court arrest warrant, members of the Capital Area Regional Fugitive Task Force (CARFTF) arrested 30 year-old Samuel Delwyn Thomas, of Cockeysville, MD. He has been charged with Aggravated Assault.
The Metropolitan Police Department is investigating this offense as potentially being motivated in whole or in part by hate or bias. The designation can be changed at any point as an investigation proceeds and more information is gathered. A designation as a hate or bias-motivated crime by MPD does not mean that prosecutors will prosecute it as a hate crime. The Special Liaison Branch is assisting with this investigation.
