  • Metropolitan Police Department Announces New Training Aimed at Calming Potentially Dangerous Situations

Training will be given to all new and existing officers beginning in 2024

Today, Chief of the Metropolitan Police Department (MPD) Pamela A. Smith are announcing new and innovative training to help diffuse situations involving people in crisis.
MPD will include the Integrating Communications Assessment and Tactics (ICAT) training, utilized by 120 law enforcement agencies in 30 states, into its professional development training beginning in 2024 The 16-hour course was developed by the Police Executive Research Forum (PERF) following unrest in 2014 and 2015. ICAT has resulted in reduction of force incidents and reduction of citizen and officer injuries in major cities across the country.
All 3,328 sworn MPD officers and recruits will undergo the two-day course delivered at MPD’s Police Academy. The course will consist of classroom and scenario-based training. Officers will learn how time, distance and cover will provide opportunities to communicate and calm down a situation, rather than use force. PERF is providing the training at no cost to MPD.
“We want our officers to demonstrate empathy, passion and care, but also not be afraid to take necessary law enforcement actions to protect our community,” said Chief Smith. “The goal of ICAT is not to eliminate uses of force but provide our officers additional skills that allow them to handle a range of critical incidents safely and successfully.”
ICAT supplements training MPD officers have received since 2022 in which every officer has completed a two-day mental health first aid training or been certified as a Crisis Intervention Officer. This collaboration with the Department of Behavioral Health has helped better equip officers to respond to people who are dealing with behavioral health challenges.
MPD’s goal is that its officers have the best knowledge, skills, and resources to address the challenging situations they encounter on a day-to-day basis.

  • Man Dead After Vehicle Recovered from Anacostia River

Detectives from the Metropolitan Police Department’s Major Crash Investigations Unit are investigating the death of a man who was found in a vehicle submerged in the Anacostia River.
On Monday, December 25, 2023, at approximately 1:24 p.m., an uninvolved witness contacted 911 and reported a vehicle was in the Anacostia River near the 700 block of Anacostia Drive SE and the 11th Street Bridge.
The preliminary investigation revealed that a silver 2011 Chevy Tahoe was travelling northbound on Anacostia Drive SE when, for unknown reasons, the vehicle crossed over the designated footpath and grass embankment, entering the Anacostia River.
MPD Harbor Patrol Unit and DC Fire Rescue Dive Team responded to the scene and recovered a man from the vehicle. Despite all life-saving measures, the man was pronounced dead.
The decedent has been identified as 38-year-old Michael Jerome Dennis, of Southeast, D.C.

  • Wanted Suspect Sought in a Homicide

Detectives from the Metropolitan Police Department’s Homicide Branch are seeking a suspect wanted for a homicide in the 1400 block of L Street, Southeast.
On November 4, 2023, at approximately 3:45 p.m., First District officers responded to the 1400 block of L Street, Southeast, for the report of a shooting. Upon arrival, officers located a man suffering from gunshot wound injuries. DC Fire and Emergency Medical Services was called to the scene, and, after all life-saving efforts failed, the man was pronounced dead.
The victim has been identified as 22-year-old Charles Towles, of Southeast, DC.
The suspect in this case has been identified as 20-year-old Tremon Jackson, of Southeast, DC. He is wanted on a DC Superior Court arrest warrant charging him with Second Degree Murder While Armed. Jackson can be seen in the photo at right:

  • Man Dies After Being Struck by Car

Detectives from the Metropolitan Police Department’s Major Crash Investigations Unit are investigating a traffic fatality that killed a man in Northeast, DC.
The preliminary investigation revealed that on Friday, December 22, 2023, at approximately 10:05 p.m., DC Fire and Emergency Medical Services responded to an adjacent alley in the 1100 block of 5th Street, Northeast, for an unconscious person. Upon arrival, members located an adult male suffering from trauma. The man died at the scene.
During the investigation, it was determined the man had fallen to the ground in the alley. A short time later, a vehicle entered the alley and unknowingly struck the man, while he was laying on the ground. The driver of the vehicle has been cooperating with detectives.
The Office of the Chief Medical Examiner determined the cause of death was multiple blunt force injuries and the manner of death an accident.
The victim has been identified as 34-year-old Samuel Thornton, of Northeast, DC.

  • Arrests Made in Unauthorized Use of a Vehicle and Theft One (Stolen Auto) Offenses

The Metropolitan Police Department announces arrests in recent Unauthorized Use of a Vehicle and Theft One (Stolen Auto) offenses in Washington, DC.
– Sunday, December 17, 2023: 28-year-old Antonio Lee, of Northwest, DC, was arrested for an Unauthorized Use of a Vehicle offense that occurred in the 1300 block of H Street, Northeast. CCN: 23204767
– Monday, December 18, 2023: 29-year-old Marquell Cooper, of no fixed address, was arrested for an Unauthorized Use of a Vehicle offense that occurred in the 100 block of 5th Street, Southeast. CCN: 23204928

  • MPD Arrests Man for October Murder

Detectives from the Metropolitan Police Department’s Homicide Branch announce an arrest has been made in an October 2023 shooting that killed a man in Northeast D.C.
On Monday, October 16, 2023, at approximately 5:29 a.m., Fifth District officers responded to the 1500 block of Maryland Avenue, Northeast, for the report of a shooting. Upon arrival, officers located 28-year-old Davon Fuller, of Northwest, DC, with gunshot wound injuries. He was transported to a local hospital where he died from his injuries.
On Wednesday, December 27, 2023, 28-year-old Deandre Miles of Northeast, DC, turned himself into the Homicide Branch, where he was charged pursuant to a DC Superior Court arrest warrant with First Degree Murder while Armed (Premeditated).

  • Two Dead, Two Critically Injured in Shooting, MPD Searching for Suspect Vehicle

Detectives from the Metropolitan Police Department’s Homicide Branch are seeking the public’s assistance in locating the suspect vehicle involved in a shooting that left two dead and two critically injured.
On Thursday, December 21, 2023, at approximately 11:49 a.m., Metropolitan Police Department officers responded to a shooting in the 1300 block of Half Street Southwest.
Upon arrival, they located three men and a woman with gunshot wounds. The woman died at the scene. The three men were transported to local hospitals for treatment. One man has since died from his injuries. The two other men are in critical condition.

The Jeep is described as a white 2015 Jeep Grand Cherokee with Maryland plate 2FD0820 with a sunroof and tinted windows.
A vehicle matching this description was taken in an armed carjacking yesterday near Blair Street and Kansas Street, Northwest

  • Victims Identified in Southwest Shooting

Detectives from the Metropolitan Police Department’s Homicide Branch are investigating a shooting that killed a man and a woman in Southwest D.C.
On Thursday, December 21, 2023, at approximately 11:49 a.m., Metropolitan Police Department officers responded to a shooting in the 1300 block of Half Street Southwest. Upon arrival, they located three men and a woman with gunshot wounds. The woman died at the scene. The three men were transported to local hospitals for treatment. One man died from his injuries, one man was treated and released, and the other remains hospitalized.
The decedents have been identified as 35-year-old Patricia Harris and 24-year-old Tyrone Jacobs, both of Southwest, DC.
Previously, an image and description of a suspect vehicle was released. A vehicle consistent with the suspect vehicle was recovered in Prince George’s County yesterday evening. Due to the condition of the vehicle, confirmation is ongoing.

  • MPD Conducts Traffic Safety Compliance Checkpoint in Northeast DC

As the District of Columbia sees an increase in traffic fatalities, the Metropolitan Police Department continues our focus on traffic enforcement and education throughout the city.
On Tuesday, December 19, 2023, MPD conducted a high-visibility Traffic Safety Compliance Checkpoint in the 1600 block of Benning Road, Northeast.
In addition to focusing on traffic safety, the high-visibility Traffic Safety Compliance Checkpoint focused on promoting safe driving, providing education, traffic violation enforcement, along with taking suspected impaired drivers and unsafe drivers off the road.
During the Traffic Safety Compliance Checkpoint, MPD had the below outcomes:

The District of Columbia continues to work towards eliminating all fatal and serious injury crashes through the citywide Vision Zero initiative. MPD wants drivers to stay safe while on the roads and address drivers who put others at risk.
