Good gorgeous afternoon! Let’s start this Hill Buzz by issuing our condolences to the Shannon family on the passing of Richard “Dickie” Shannon, whose fish sandwiches were the stuff dreams are made on at his eponymous restaurant, Horace and Dickie’s. Shannon passed away this past Sunday. WTOP
Second Gentleman Doug Emhoff was visiting Dunbar High School when a bomb threat was called in and he had to be ushered out of the building. The Hill
Mayor Bowser announced a 5.9% increase to the uniform per student funding formula, as well as a $36M recovery fund. This money is allocated per student, independently of whether they attend a public or charter school. Additionally, substitute teachers will be compensated at $20/hr for regular subs and $25/hr for long-term assignments. DCPS Press Release
In what is becoming entirely too commonplace, last Wednesday a carjacker took a Mercedes-Benz with a mother and child still inside the vehicle, right off H Street NE. MPD is looking for leads, and a lead that results in arrest can get $10,000. FOX-5 has this and other carjackings that took place around the area last week.
Incidentally, fancy sneaker store A Ma Manière on H Street was also robbed last week. More information also via FOX-5.

Looks like 700 H Street NE is slowly being redeveloped. PoPville has a link to the official listing, which you can check out here.
Eater breaks down what to expect at new Malawian place Lydia on H. The cabbage and the masamba both sound incredible, honestly.
Hey guess what? As You Are is getting really close to opening! WUSA has more details.
What’s the worst part about the whole Big Board debacle? The article from the New York Times explicating exactly where things are located in reference to the United States Capitol. Where are the Rand Pauls of the world now that TBB needs to represent themselves in court?
John Kelly’s Washington reminisces about Friendship House/The Maples, which used to be a great charity and place for (white) kids to play and study after school and is now…. condos. Washington Post
Seems like former MPD Chief Peter Newsham kept many people, including ANC commissioners Denise Krepp and Anthony Lorenzo Green, as well as some reporters, from obtaining public records easily. The delays may not have been illegal, per se, but the hurdles are poor form and contradict the very name of Freedom of Information. DCist
Advisory Neighborhood Commission (ANC) redistricting is under way. The Hill Rag lists who will be part of the task force in charge of the task force and shares a link for people to try their hand at redistricting their Single Member Districts (SMDs). You can try that tool here but be aware that you’ll be required to sign in (and your map may be critiqued by Corey Holman).
Have a small business? There is still time to apply for the Bridge Fund! Find out more by clicking the link here.
Speaking of grants, ANC 6C has grant money. Have an idea for an innovative community project? Click here for more information or check the tweet below:
And speaking of elections, the Board of Elections is seeking input on this map of ballot boxes. Where do you see a pressing need around the Hill, Near Northeast and the Capitol Riverfront area? We definitely see a gap around the Lincoln Park area.
Finally, in news that should make pretty much all other cities in the United States extremely depressed, Apartment List and Bumble arrived at the peculiar conclusion that Washington is the seventh best city in the country for dating. Maybe we should all start rooting for the Bengals and move to Cincinnati, honestly. THE DATING HERE SUCKS. People of San Antonio, Miami and Dallas? Weep. Just. Weep. Sure, it’s a great (GORGEOUS) place to go on a date, but I dunno. You know what? Make me believe in love. Send me your best DC meet-cutes and you may see them on here next week (or whenever I get around to putting them up). February is alllllll love.
