Updates from your ANC commissioners

We periodically share updates from ANC commissioners in Ward 6. Even though we don’t all live in a particular SMD (single-member district), many of the things shared in these emails can be of interest and impact to the whole community.

Of special note: There are three vacant seats in the upcoming election: ANC 6B02 (south of East Capitol Street and north of D Street SE, roughly between 4th and 8th Streets SE), ANC 6B07 (south of Pennsylvania Avenue, between 14th and 14th Streets SE) and one for ANC 6C03 (north of Constitution Avenue NE and south of F Street NE, mostly between 4th and 6th Streets NE) . Traffic Calming DDOT meeting – April 2nd

DDOT will be briefing the Hill East Taskforce on April 2nd on their updated traffic calming plan. The meeting will be held at St. Coletta (1900 Independence Ave SE) at 7pm.

Please note that DDOT’s efforts to calm Hilleast streets are not supported by all ANC6B Commissioners. At last month’s meeting, ANC Commissioner Oldenburg asked Commissioners to support a letter slowing down their Hilleast work until DDOT completed work in her single member district. The majority of the ANC Commissioners supported Commissioner Oldenburg’s letter. I opposed it. So if you see Commissioner Oldenburg and other Commissioners in the neighborhood, please ask them to support DDOT’s Hilleast work and stop trying to slow it down.

Reservation 13

Commissioner Ridge and I have received several emails over the past couple of weeks regarding the status of the Donatelli development at Reservation 13. We’ve asked them to brief neighbors in March so more details will follow.

In addition, Commissioner Ridge and I were told that neighbors have begun receiving formal notification from the city regarding this project. If you’ve received this notification, please take a picture of it and send it to Commissioner Ridge and I. We’re trying to create a file of all notifications related to the project.

In bittersweet news, I submitted my letter of resignation (attached) as ANC 6B07 Commissioner [on February 20]. As you may recall, I announced in December 2017 that I need to resign given a change in my husband’s job and our decision to move home to Hawaii to be closer to family.

It has been a great honor to work alongside all of you, and I will miss being your ANC 6B07 Commissioner. However, I will remain engaged in our community, particularly to ensure the completion of the Potomac Ave SE parks renovation project in 2018. Thank you for being such a terrific community, and for your efforts to ever improve our great neighborhood.

1. We need a new ANC6C03 Commissioner. I have begun my 10th and final year as an ANC Commissioner, and will not seek re-election in the Fall. While the election in November 2018 might seem a long time away, nominating petitions for ANC positions must be submitted by August 20. The 6C03 jurisdiction is described at http://anc6c.org/anc-map/. It is a continuing honor and privilege to work with you, and I am grateful for your on-going encouragement. Depending on how you assess your civic responsibilities, you might have no better return on investment for a two-year, part-time gig than as an ANC Commissioner.

2. Changes to the DC Comprehensive Plan will be discussed after 6:30pm in the NE Library on Tuesday, March 7. The Mayor is proposing major changes to the DC Comprehensive Plan that will increase development density and reduce citizens’ rights to appeal some decisions of the unelected Zoning Commission. The mark-up of the proposal (file called “framework”) and analysis of the proposal are attached. You can express your views at the ANC6C planning committee meeting in the Library on March 7, and the full ANC6C meeting in the Heritage Foundation at 214 Mass Ave on March 14, with the meeting beginning at 7:00pm.

3a. Car towing on R+R race route on Sat March 10. I’ve been told that unpublished changes in DC police rules will eliminate parking along the race route (e.g., East Capitol Street from Lincoln Park to 3rd St) for the Rock and Roll Marathon so that cars will be towed, and that this change is aligned with practices in other USA cities to limit the damage an Evil Doer might inflict on runners and crowds along the race route. It is very disappointing that DC government has not broadly announced this change, nor appears to have made any accommodation for the inconvenience (e.g., arranging for free parking in Senate and House parking spaces). With all the emails that DC leaders send each day to promote their agendas, it seems odd that the policy changes have been in place since January but nobody is sharing the news. This change makes the R+R event unendurable for Capitol Hill which is the only densely-populated portion of the race route surrounded on three sides, and therefore I voted against the ANC6C decision to support the race. While I support efforts to improve public safety, the cost and inconvenience for public safety improvements should be borne publically, while this unpublished policy change places the burden on individuals who cars will be towed, who will be confused when trying to determine why their cars are missing, and who likely will need to pay a fine for the privilege. Bottom line: please share this information with your friends and neighbors, and move your vehicles off the race route for the full marathon which is available at http://www.runrocknroll.com/dc/the-races/course/

3b. These new rules about no-parking along a race route might be applied to the Capitol Hill Cluster Schools races on Sunday May 20, and the Cluster might be required to pay for the towing of cars — which could easily defeat the fund-raising purposes of these events. ANC6C unanimously voted to encourage the Mayor and police to not charge such fees to the Cluster, and I encourage people to contact their representatives on the DC Council to express their views. 4. Street sweeping begins again — please take note of on-street parking restrictions.

IF I HAD AN AWARD TO GIVE OUT …
… I would give it to the owner of 401 11th Street SE, a house that had been an eyesore for so many years. But, over the last year, the owner has transformed it into a major neighborhood asset while adhering to all historic preservation rules. Congratulations!

HONKING FROM PENN11 SITE
The noise you hear periodically is a safety measure to alert crews below as a load is being moved by the tower crane across the site. It’s analogous to the beeping sound when construction equipment reverses. Meanwhile, at the site construction is moving UP. No longer can one “see” daylight through the window areas of the preserved facade. And, the gaps are gone where the two street front infill sections will be.

DISTRICT SUSTAINABILITY AWARDS
The 2018 People’s Choice category of DOEE’s award program is now open for voting. Among the nominees is a local business: The DC Dentist, 509 11th Street SE. To learn more about and vote for one of the 5 nominees, go here by March 16th.

CSX VIRGINIA AVENUE TUNNEL
The walls of the second tunnel have been completed and I heard recently that CSX is estimating trains will be running through this tunnel sometime in June or July. This long project is slowly but surely coming to its end. On schedule. Considerable work is now underway on the surface in restoring Virginia Avenue SE and its intersections. The 3rd Street intersection was reopened last week. The next intersection to be restored is 5th/6th Street SE with a vehicle closure planned for about March 12. The 6th Street off-ramp will remain open during this work, as will a pedestrian pathway. Most of this information and more is in a 2/23 VAT notice at http://virginiaavenuetunnel.com/

FY18 “DESIGN TO RECYCLE” PUBLIC ART PROJECT
