- MPD Arrests 21st Street Homicide Suspect
The Metropolitan Police Department announces the arrest of a suspect in connection of a fatal shooting in Northeast.
On Friday, May 2, 2025, at approximately 12:48 p.m., Fifth District officers responded to the 600 block of 21st Street, Northeast, for the report of a shooting. Upon arrival, officers located an adult male, inside of an apartment, unconscious not breathing, suffering from apparent gunshot injuries. DC Fire and EMS responded to the scene and after finding no signs consistent with life the victim was pronounced dead.
The decedent has been identified as 61-year-old Steven Stewart of Northeast, DC.
On Friday, August 22, 2025, members of the Metropolitan Police Departments Sixth District along with Homicide Detectives located 62-year-old Phillip Palmer of Northeast. As a result of the detective’s investigation, pursuant to a D.C. Superior Court Grand Jury indictment, Palmer was arrested and charged with First Degree Murder While Armed (Felony Murder) for is role in the death of 61-year-old Steven Stewart.
- MPD Investigating Fatal I-695 Pedestrian Crash
The Metropolitan Police Department is investigating a fatal pedestrian crash the occurred on I-695.
On Monday, August 25, 2025, at approximately 1:17 a.m., First District officers responded to Interstate 695 for reports of a motor vehicle collision involving a pedestrian. Upon arrival, officers located an adult male unconscious and not breathing, suffering injuries consistent with being struck by a vehicle. DC Fire and Emergency Medical Services responded to the scene and despite all lifesaving measures, the victim was pronounced dead.
The decedent has been identified as 43-year-old Efrain Chavez-Navarrate, of Northwest, DC.
The preliminary investigation determined that a Toyota Rav4 was travelling westbound on Interstate 695, when the vehicle struck the victim who was in the lane of travel. The driver of the striking vehicle remained on the scene.
Detectives from MPD’s Major Crash Investigations Unit are handling this investigation.

On Friday, August 22, Ronald Clayton of No Fixed Address and Katrina McKinney of Northeast, DC were arrested for Unauthorized Use of a Vehicle. The offense occurred in the 700 block of H Street, NE.
