ANC 6C03 Update

The following is an update from ANC6C03 commissioner Scott Price, and while it focuses more on his SMD, all Capitol Hill residents may find something of interest in his report. Contents:  MD Ave redesign; resurfacing of E and F Streets NE;  traffic taming study for 7th and C Streets; safety; community use of Stuart Hobson field; review of medical marijuana dispensary.

MD Ave redesign.  The kick-off meeting to review the 30% design for the reconfiguration of MD Ave will occur on July 20 in the NE Library beginning at 7:30pm with the Mayor and Council Member Charles Allen  participating.  Thereafter there will be one or more meetings with DDOT — perhaps as soon as August 10 — to review the details of the design.  DDOT Director announced in February 2016 that the 60% design would NOT be provided for community review, so this review of the 30% design might be our best chance to affect the project.

Some decisions have already been made about the design, e.g.,
– reduce the number of travel lanes from 4 to 3; one lane in each direction (plus a left-turn lane) to put would-be speeders behind drivers who obey the speed limit;
– sacrifice some parking spaces to improve sight-lines at the corners;
– make the median wider to provide a true refuge for pedestrians;

– implement a bike lane on both sides.

If you have further questions, please send me an email with a date and time for a conversation.  I suspect there will be much to discuss with the detail in the new drawings, and we need to avoid reviewing old decisions that won’t be changed. DC traffic studies showed MD Ave from the Supreme Court to 5-Points to be one of the most dangerous in the city, and we need to pursue the goal to make this road more safe for both drivers and pedestrians.

For people who are on vacation or otherwise not available to attend these meetings, I’ll make arrangements for y’all to view the material and submit your questions and comments.

Re-surfacing of E + F Streets.  There will be a significant amount of road work in our area over the next several weeks.  If you will be on vacation, I recommend you make arrangements with somebody to monitor your street and move your car if suddenly “no parking” signs are posted.

Traffic Taming Study for 7th and C Streets.  Thanks to Bjorn Jernudd for the hard work of gathering signatures and submitting the petitions for this study.  And thanks to everybody who signed the petitions.

Safety.  Thanks to Jan Day, Ellen Psychas and Ritch Tindall for distributing the flyers during the up-tick in crime reports last month in the 600 block of D and E Streets, and Lexington Place.

Public use of Stuart Hobson field.  The good news is that the field to the north of Stuart Hobson Middle School is occasionally available for community use.  The bad news is that DC’s public school system hasn’t published a schedule to describe the hours for community access.  The worst news is that I’ve received reports that some inconsiderate dog owners are using the field as a dog park with their pets urinating and defecating on the surface that, the next day, children will play on.  (1) If you are involved in the world of dog ownership, please encourage your colleagues to not use this field as a dog park.  (2) If you observe people using this field as a dog park, please take pictures or video, and contact me immediately.  (3) If you observe a pattern in which the school system unlocks the gates to the field for community use, please advise so I can share these hours of operation with others.

Review of Medical Marijuana Facility at 409 8th St SE. DC’s Department of Health is soliciting comments — both good and bad — about this facility that has been operating for several years.  Please send me an email if you have comments to share.  My input is due next week.
